眼看夏季高温越来越厉害了，人们消费桶装的纯净水高峰期也来了。据媒体报道，太原市黑作坊生成的1元钱成本的&纯净水&不仅无证生产而且卫生状况非常恶劣。并且根据犯罪嫌疑人交代&太原市场非常大，据调查，目前每天桶装水销量至少5万桶。利润可观，设备简单，即便执法部门检查，要么关几天门，要么换个地方，重新开张。& 现场：一分钟灌出一桶&纯净水& 5月30日，记者跟踪一名送水工，来到太原市小店区小马村。该村村小学附近有一排平房，其中的一间屋内正在生产桶装纯净水。不时有人踩着三轮车，载着桶装水或空桶频频进出。 随后，记者以水站经营户的身份进入屋内，灌水车间门口放着一个大塑料盆，一名中年妇女将一块蘸有洗涤液的长布条顺进水桶里，然后用一根长木棍伸进水桶里，转了几圈，水桶里面就算洗好了。然后，她再用这块布擦洗水桶外表。 清洗过的水桶随后交给里面的一个妇女，这名妇女左手拿水管子，右手拿水桶，对着水桶冲了一下，然后晃晃水桶，将水倒出来。之后，这名妇女用水冲洗一下水桶外表，整个冲洗过程就结束了。 另一名女工接过水桶后，拧开水龙头往空桶里灌装。一桶水灌满后，她拿起边上的盖子随手一按，再取塑料膜一套，最后在桶盖上贴上一张合格证，整个过程不到一分钟，一桶&纯净水&出炉了。从水桶清洗到灌水、封桶盖，所有程序都在一个屋子里完成。屋里堆放着塑料袋，地上脏水横流。&订水要交30元水桶使用押金，我们这里生产纯净水、矿物质水和山泉水，如果想便宜，可以买水票，一次买100张水票，送一台饮水机。&该厂杨老板介绍，纯净水每桶5元，矿物质水要

里只有一个包装工，他手里拿着一个小设备，灌了水的桶一传过来，他便一把抓住桶颈，将包装胶纸往上一封，用设备吹几下。未经任何检验程序，另一女工便将合格证贴在了桶口。&来时没有检查身体，已经上了一个多月班。&与操作间女工聊天后记者得知，这个厂生产的纯净水牌子为&漓牌&纯净水。 事实上，在&漓牌&纯净水厂十多分钟的时间里，到这里装货卸货的大小货车就有好几辆。一位批发户透露，自己一天能送100多桶纯净水，都是从这里按每桶4元的价格批发，然后把水卖到古城营、小王村等地，每桶零售价6元，生意红火得很。&廉价桶装水，我们从不喝。&在体育西路，一名送水工告诉记者，送一桶水他们能提1.5元，进价4元钱的水，质量很难保证。 黑幕：一桶纯净水，成本1元钱 小型桶装水生产企业，生产设备从哪里购进？每桶水他们能赚多少钱？ 经过打听，记者在太原市郝家沟街一居民楼内，见到一位梁姓水处理设备营销人员。梁先生介绍公司产品的同时，明确表示，无证小厂一桶纯净水，生产成本是
5毛至6毛钱，加上房租等其他费用，一桶成本也就1元钱，按4元一桶向外批发，一桶能赚3元钱，每个小厂每天至少生产400桶，一天就有上千元收入，利润可观。据其介绍，饮用纯净水的生产工艺要经历&水源水&&粗滤&&精滤&&去离子净化&&杀菌&&灌装封盖&&灯检&&成品&生产过程，其中装水的桶和桶盖要清洗和消毒。必备的生产资源有生产场所、必备的生产设备和必备的出厂检验设备等。 纯净水生产前期投入很大，正规桶装水生产企业，前期至少70万元投入。太原市场有50余家桶装水加工厂，至少有一半没有通过相关认证。无资质的小水厂，十万元简单购几台设备，就能生产。&太原市场非常大，据调查，目前每天桶装水销量至少5万桶。&何先生介绍，利润可观，设备简单，即便执法部门检查，要么关几天门，要么换个地方，重新开张，这也就是无证桶装水厂存在的原因。 部门说法 太原桶装水企业，一半多没有许可证 按梁先生所讲，太原市目前有大大小小桶装水加工厂50余家，多少家企业获得QS标志（质量安全市场准入标志）？太原全市正规桶装水生产企业到底有多少？ 太原市质量技术监督局食品处王红英处长介绍，企业想生产桶装水，先要取得QS生产许可证。目前，太原市桶装水企业获得QS生产许可证的有20余家。
&尽管我们经常检查，但偷偷摸摸生产桶装水的行为确实还存在，主要处于农村和城乡结合地带，由于隐蔽性很强，往往是晚上生产白天关门，执法时有难度。&王红英介绍，生产领域桶装水监管由质监食品处负责，太原全市质监负责食品管理的执法人员只有20余人，面对这个大市场，监管难度显而易见。一般来说，桶装水如果没达到相关工艺标准，容易导致细菌超标和微量元素过多，长期饮用该类水，轻者可能出现腹泻等症状，重者可能出现胆结石等疾病。
