Nope, not even close. There is little difference between 7 and 8 except the UI, and dx version. I used it with zero issues. I upgraded to 8 a few months back and had zero improvements in fps or game play. Windows 7 is NOT his issue.

I see you are running Rivatuner Statistics Server, try turning that off.
Battlefield 4 does not like overlay's at all, my fps spikes where gone after i disabled all my overlay's.

Installed Afterburner after the issue appeared :/
Most of the time i get 60-130 fps but at some situations (screen full of smoke and explodings) my fps dips to 40-30.
The CPU works like it should in other games and programs.
In linx i get 165Gflops and the 3DMark physic score is about 11190.
My FPS drops got reduced a lot less after i disabled my overlay's, but i do sometimes run in to RAM issues for some reason. If i leave Chrome or Firefox open while playing the game it reduces my FPS by about 5-20, depending on what happens in game. I do run a lot of plugins in my browsers, so they might be the culprits in that area.
My best bet is to try and lower your graphics settings until a point where you feel the game runs fine. Motion Blur and Post-FX are quite heavy, try turning those down.
I really dislike blur or HDR effects because they give me headaches, so i got those off by default.
I prefer low latency gaming over pretty graphics, so my settings are all around the low/medium area.

In other words, your rig was messed up and it was the clean OS install that fixed it. Windows 7 certainly doesn't have stability issues, and it's not outdated just because you say so.
What settings are you using in the game? Resolution scaling at 100%? 1080p? 4k?

I have posted a similar problem to the OP...I use to run this game great on my computer, but over the last few days my FPS has dropped to shit.

And most people on youtube also don't run their k version cpu at stock either..
usually a decent 4.5 ghz oc and usually a oc on the gpu also.. ur running stock on both I see

You can clearly see my CPU bottlenecks the GPU on the screenshot (GPU usage @ 76%).
The i7 from the video runs @ stock.
CPU temp never reaches more as 65°C and runs @ 4.2Ghz all the time.

I suggest installing WIndows 8, it uses 60% less Cpu Power, which will do the work for you, I gotta admit, windows 8 runs games better and smoother compared to 7,
