这笔钱是不应该缴纳的，因为暖气的能量主要在室内才是正常使用，而且余热是正常发生的，所以不应该由居民承担。个人觉得这笔钱不应该交，没有使用暖气，就无需缴纳费用。“蹭暖”只是他人臆测，并没有实质性证据；依照这样一个说法，夏天还应该收取“蹭凉”费用。
