京沈高速葫芦岛兴城高速为什么堵车段堵车严重?

【摘要】 京沈高速公路辽宁段途经沈阳、盘锦、锦州、葫芦岛5个地市,是连接辽宁与祖国首都的重要通道,也是辽宁省暴雨、大雾、大风等气象灾害多发区域,因灾害性天气带来的交通事故时有发生。课题通过利用1971—2005年京沈高速公路沿线地面观测站逐日气象资料,研究分析了京沈高速公路辽宁段沿线灾害性天气气候特征、监测预警技术方法。统计分析近年来辽宁省高速公路重大、特大交通事故发生的气象原因,确定影响交通安全运营的主要气象因子;对京沈高速公路辽宁段沿线的灾害性天气进行分类,重点对大雾、强降水、冰雹等灾害性天气的气候特征进行分析。结合我省有关高速公路管理的有关技术指标、交通状况,研究总结了各种气象条件对高速公路交通的影响指标,确立了各种灾害性天气的服务关键期。对不同气象条件下司乘人员、道路管理部门应采取的对策进行研究,建立了科学合理、针对性强、内容详细的高速公路沿线灾害性天气对策建议库,为公路管理部门准确及时地提供综合气象信息和合理化建议对策,减少交通事故的发生,同时也可为公路养护起到积极的作用。
【Abstract】 Jingshen Highway Liaoning Section way Shenyang, Panjing, Jinzhou and Hulutao prefectures and so on, is connect Liaoning and the motherland capital important channel, also is the region where meteorological disasters such as rainstorm and bad fog are off occurs, because the catastrophe weather brings the traffic accident sometimes occurs.Daily surface metorological observations along Jingshen Highway Liaoning Section between 1955 and 2005 were analyzed.The synoptic and climatic characters and the monitor early warning technology method of disastrous weathers along Jingshen Highway Liaoning Section were revealed. The statistical analysis the meteorological reason of Liaoning highway significant, the especially big traffic accident occurred in recent years, determination influence traffic safety operation main meteorological factor. Carries on the classification to Jingshen Highway Liaoning Section along the route catastrophe weather, key to bad fog, strong precipitation, hail and so on catastrophe the weather climate characteristics carries on the analysis.Threshold values of weather conditions and key service period for various disastrous weathers are put forward according to the traffic conditions and technical index of highway management.Countermeasures for drivers and highway management department against various disastrous weather conditions were studied and a scientific,pertinent,detailed countermeasure database has been set up.
