高德发布一季度城市拥堵排名︐南京从第六降至第二十六名 缓解道路拥堵 我市打出组合拳

　　近日，国内著名数字地图、导航和位置服务解决方案提供商高德软件有限公司发布《2015年第一季度中国主要城市交通分析报告》，在全国45个重点城市拥堵排名中，北京居首，其次为上海、济南、杭州等，南京名列第26名。
　　而就在一年前，在高德发布的2014年一季度城市交通分析报告中，南京是全国排名第6的拥堵城市。
　　一年间从第6名降至第26名，变化之大，高德地图副总裁董振宁称之为&南京现象&。
　　南京道路拥堵状况是如何缓解的？近日，记者走进南京交管局，就此进行了采访。
　　数据：2014年&2015年，南京拥堵排名越来越后
　　2014年一季度，高德地图首次推出中国&十大堵城&排行榜，它是将3亿高德地图导航用户作为数据蓝本，基于大数据计算出来的。
　　按照正常情况下走完一段路所用时间，来对比在中国各大城市实际所用时间，得出一个比值。比值越高，证明城市堵车越严重。比如平均10分钟走完的路，在某城市需要花30分钟才能走完，那么这个比值即拥堵延时指数就是3.0。
　　在2014年一季度，南京的拥堵延时指数为2.29，平均延迟时间、平均速度分别为21.74分钟、24.18公里/小时。同年二季度，南京已退出前10名。至第三季度，南京在39个参与排名的城市中已退至第21位，拥堵情况大为改善。在2015年第一季度，南京的拥堵排名还在进一步下降，已降至第26位，全天平均拥堵延时指数为1.48。
　　与此同时，南京的汽车保有量却在逐日上升。在2014年第一季度，全市共有汽车146万辆；到了2014年年底，汽车保有量已达172万辆；今年3月底，这个数字已升至180万辆。&平均每天都有1000辆新车上牌。&南京车管所一位工作人员说。
　　建设：3条快速环线形成，新道路分流压力
　　在汽车保有量不断增加的同时，南京的交通拥堵情况却大为好转，这是为何？一位交管人士解释，这与城市道路建设分不开。据了解，从2014年至今，经过改造的3条快速环线贯通，南京主城交通格局发生重大变化。
　　市民刘先生每天都要奔波于江宁与奥体之间，他住在江宁，单位在奥体，&以前从家到单位可真难走，卡子门立交和应天大街高架从早堵到晚，若遇到有交通事故，一个半小时都走不完这段路。&回忆起那段经历，刘先生至今心有余悸。
　　日，一直横亘在绕城公路上的双龙街收费站撤除，南京绕城公路正式成为真正意义上的城市道路，分流了不少原本从应天大街高架等拥堵路段通行的车辆，提高了南京城的交通通行能力。如今，刘先生从绕城公路上班，虽然路程比原来要多几公里，但只需要四五十分钟就能到达单位。
　　市民陈女士的上班路程比刘先生近一点，她住奥体，单位在定淮门大街，近9公里的路程陈女士只要20分钟就能走完。她说：&我有时从江东路走，有时从城西干道走，不管是早高峰还是晚高峰，很少遇到堵车。&陈女士口中的江东路和城西干道，均是南京城市快速道路中的一段。自2014年7月这两条路经过快速化改造后全线贯通，大大缓解了城市西边的交通压力，也让南京快速内环的最后一个缺口闭合。
　　此外，城北快速路于2014年正式贯通，打通了江南环的最后一个节点。目前南京已形成了快速内环、绕城公路和江南环这三条快速环线，越来越多的市民选择最适合自己的道路通行。
　　据了解，在2013年年底，绕城公路日均车流量只有5万，如今，这个数字已达11.7万，增长了一倍多。江南环的车流量也在逐渐上升，这代表着新的交通格局正逐渐形成，各条道路的车流压力也趋于均衡。
　　管理：多措并举，力保道路通畅
　　近年来，市委、市政府抓住青奥会契机，大力开展城市道路建设，打通路网结构，同时打出了一系列管理&组合拳&，提升了道路通行能力。
　　为倡导绿色出行，减少主城区车流，我市一方面通过停车费的价格杠杆作用，提高主城区尤其是中心城区的停车费用，并对主次干道违停一律落实&100元记3分&的上限处罚。另一方面，公交优先路网建设加速。记者从交管部门了解到，去年全市新增公交专用道12条共65.2公里，主城区纵轴线公交路网全部贯通，河西片区主干道实现公交路网全部覆盖。
　　此外，交管部门还充分利用交通信号联网与地面公交优先控制系统，率先在建邺区实现3辆有轨电车和600辆公交车优先通行，当公交车抵达路口时，信号灯会根据路口交通状况，适当延长绿灯时间或缩短红灯时间，方便公交车通行。据了解，目前公交车在建邺区行驶时，平均车速提高15%，交叉口停车次数降低30%以上。
　　&高科技武器&在治堵中的应用也越来越广。去年，南京交管局还启动了视频巡查机制，依托24个高空监控整体巡视，发现警情再通过1323处地面监控拉近确认，随即调派附近警力第一时间赶赴现场，排除堵情，有力保障道路畅通。
